The sites that pay people based on their pagerank really need another method and I think Google are just trying to encourage that. They aren't all sitting at a table discussing how they can put another family under the poverty line.. they just want the pagerank to reflect the site, that's all. Fake and forced "reviews" are bad content. No one cares, it's that simple. I agree with you. I think you think it's a good way, however now that you don't get the benefits either, it's kind of hard.
